The trend in the last 20 years has been to empower top - down command and control styles by providing comprehensive views of the company below and ever more powerful instrumented "drill down" techniques to take information.

The trend with Enterprise 2.0 is to empower the "company below" to get the job done and to pass relevant information up and sideways.

Yep - E2.0 may well have silos but this is OK as this is how people work - as long as the silos are networked and function that should be fine.

In education IT has been used to provide management layers increasing drill down and views of what a teacher is doing at a particular time in addition to outcome but at the expense of requiring the teacher to use college sanctioned tools - those that allow drill down. I see E2.0 as allowing teachers to choose their own tools to get the job done and expose relevant outcome data to management layers.
